All set for Clean Arunachal Campaign
ITANAGAR, Jan 31: State is all set for the Clean Arunachal fortnight which starts on Feb 1 in twin Capital towns as well as in all the district headquarters.
The state administration has made elaborate arrangements involving Municipalities, Market Committees, NGOs as well as citizens to ensure success of the programe.
The man of the moment, Governor JP Rajkhowa has already endorsed the programme, appealing the citizens to take part in the event to keep the state free from garbage.
Chief Secretary, Ramesh Negi who flagged off the publicity van for the event has also appealed the participation of citizens, from all walks of life.
Theravada Buddhist Society, Itanagar (TBS) has drawn up action plan to conduct social service during the Clean Arunachal Campaign.
Theravada Buddhist Society, Itanagar Chairman C M Longphong appealed to its members to attend the social service being conducted at TBS premises and its surroundings on February 6 from 9 am onward; and be a part of the noble initiative. He further urged the members to inculcate in themselves the habit of cleanliness, and make clean Arunachal campaign a success.
The Society has also urged its member to participate in the cleanliness drive in their respective colony and zone during the fortnight.

With the backing of top leadership of RSS and BJP, it was just a matter of time that Tuki government was toppled. To his credit, Tuki did manage to hold on for some time.
Congress also does not deserve any sympathy, as over the years, they have misruled the state and the party was marred by infighting in its ranks. There is so much of anger against the Congress that even not so people friendly President Rule is being widely welcomed by the people of Arunachal.
Wrong policies along with constant internal bickering among state Congress leaders have caused massive damage to the state. They cannot blame BJP as they themselves badly failed to resolve their internal feuds. Like any other clever political parties, BJP just took advantage of the situation and lashed onto the opportunity provided by Congress infighting.
The dissidence within the Congress party supported by the BJP, which started in September 2015, has culminated in the imposition of President Rule. It is hard to say who are winners and losers in the current political turmoil. But one thing is for sure that political class has lost trust and respect of the people of Arunachal barring their thick skinned chamchas who will always stick to their political masters.
Directly or indirectly, Arunachal has given the right to Delhi to decide who will govern the state. Today it is BJP and tomorrow it might be Congress or any other political party that would use similar tactics. And BJP should be well aware of it, as it basks in currently glory.
In this whole political melodrama, it is Arunachal which is the biggest loser. Development has taken a back seat and this has pushed the state towards crises.
Whichever party or camp manages to cobble number and form the government in the next two months, it would have difficult time to win the heart and soul of people.
As noted political pundit, Dr. Nani Bath, who recently pointed out that ‘‘political fight in the state is not because of any ideological commitment but for power and projects’’, one can only hope that lure for power and projects do not destroy the future of Arunachal.
The political scenario that state witnessed in the last six months has been no less than a Shakespearean drama. Let the people decide who are the villains and heroes of this melodrama, enacted out in full public view.
President’s Rule, triumph against the Congress misrule: JAC

ITANAGAR, Jan 31: BJP National Council Member and Jan Andolan Committee (JAC) Chairman, Tame Phassang has today said that the Committee strongly supports the imposition of the President’s Rule in the state and termed it as people’s triumph against the Congress misrule and corruption.
Addressing media persons during a press conference at the Press Club here this afternoon, Phassang informed that the JAC had called on Governor JP Rajkhowa last evening and discussed with him about the rampant law and order problem and financial mismanagement which had taken place under the leadership of former CM Nabam Tuki.
‘The JAC has apprised the Governor about the large scale financial mismanagement under former Chief Minister’s rule and demanded an enquiry into the departments of Education, PWD, Power, PHE, Civil Supply, UD, Transport Supply and Relief and Rehabilitation for large scale financial mismanagement’, informed Phassang and demanded strict action against erring officials.
The JAC also demanded a CBI enquiry into the Arunachal Pradesh Public Service Commission over the 2014 question paper leakage case.
While questioning the inordinate delay of over 4 months in the declaration of the APPSCE results, Phassang said that many talented and deserving youths of the state have been denied their rights because of the corrupt practices of a few.

PASIGHAT, Jan 31: Range Forest Officer (T) of Mebo Neeraj Tamuk, who has been selected for state Silver medal, has refused to accept his medal alleging that he has been deprived from the top honor (Gold medal) all because of ‘undue political intervention’.
Tamuk, who bravely dealt with elephant poaching and killing in Mebo jungles during February last year, said that he was not happy with the Silver medal awarded to him by the State Government.
A forest team led by Tamuk achieved a major breakthrough when his team arrested four poachers and recovered two elephant calves with two adult elephants which were taken captive by the poachers.

Security forces nab NSCN (U) cadre in Tirap
KHONSA, Jan 31: Security forces nabbed an NSCN (U) cadre from Longbu village of Tirap district on Friday last.
The troops of 1st Assam Rifles (AR), acting on local inputs about presence of some ultras for extortion at Longbu village, conducted a search operation in the adjoining jungle area on January 29, which led to arrest of the NSCN (U) cadre. The arrested cadre has been identified as SS Captain Jenlang Moinyak, a resident of Longbu village.
One automatic pistol with ammunition and live ammunition of AK 47 rifle were recovered from his possession.
The locals on condition of anonymity stated that the UG cadres of NSCN (U) had recently entered Tirap district and they had been threatening and extorting from the villagers of Longbu and adjoining villages. DIPRO

feeding, scope of piggery etc were explained to the farmers during a two days training
cum awareness programme on improvement of livelihood and nutritional security of
tribal farmers through establishment of piggery units at Sangti village of the Dirang
organized by ICAR-
Lanjon, Anchal Samiti Chairperson, Dirang circle urged upon the tribal farmers to rear their piglets in scientific ways as mentioned in the training programme to get the maximum benefit.
Piglets were distributed to 28 tribal beneficiaries of the village along with some basic veterinary medicines.
A total of 45 tribal farmers attended the training programme.
The programme was organized in collaboration with State Animal Husbandry and Veterinary Department.
DC initiates action defaulting APST
TAWANG, Jan 31: Numerous cases of passengers travelling without tickets came to forefront during an announced checking of APST buses conducted at Tawang today by DC, Duly Kamduk and EAC( MV).
The buses were also found to be plying without conductor and handyman. Station superintendent was called in immediately after the drive by the DC and was also directed to submit daily revenue generation data report of the past two months of the district by Monday.
Respective ADCs and COs were also directed to conduct regular checking of the buses to avoid pilferage of government revenues.
Further with a view to contain the plastic menace and to keep in check the ban on tobacco products, an unannounced checking was conducted by the magistrates at various sectors during which large quantity of plastic bags and tobacco products were seized from shops.
Earlier in a meeting called by DC at his residence in the morning, ADCs and other administrative officers were directed to keep an eye on over loaded passenger vehicles and to book the defaulters accordingly. (DIPRO)
Police misbehaves with IAS officer
ITANAGAR, Jan 31: Departmental action has been taken against a Sub Inspector of the APP for misbehaving with an IAS officer on Saturday in Itanagar while carrying out security checks.
The Police personnel is reported to have misbehaved with the officer even after he gave his identity.
Itanagar Police refused to give out details of the punishment or the name of the Police officer.
This daily has received several reports of excesses while carrying out security checks including ordering women out of cars as well as rude language used by the central security personnel, usually accompanied by the state police from several quarters in the Capital.

Stop this avoidable spat
Ever since the political crisis started in the state an ugly spat has broken out between Congress leaders and Governor JP Rajkowa. Day by day the spat is getting murkier and very personal. Congress leaders led by former Chief Minister Nabam Tuki have leveled series of allegation against Governor including calling him agent of BJP. In the infamous Raj Bhawan video episode former education minister Tapang Taloh was clearly seen alleging Rajkowa of turning Rajbhawan into BJP headquarter.
Even though Rajkowa’s attitude in the said video is also provocative in nature, Taloh could have avoided the situation and maintain calm like his fellow colleagues. Another blunder Congress did was allowing their workers to indulge in violence outside the Rajbhawan, which include slaughtering of Mithun. Rajkhowa took maximum mileage out of these incidents and recommended President Rule in the state. On his part Governor also never loses the opportunity to hit back at Congress. At times he has behaved like political opponent and not as head of the state. Truly speaking former CM Nabam Tuki and Governor Rajkhowa have lowered the dignity of their respective offices. They behaved more like children fighting among themselves and not as respected constitutional office bearers. The fight between Congress and Rajkowa has damaged the reputation of Arunachal. They should put an end to ugly spat and don’t do more damage to the state. At present matter related to president rule and political crisis is being heard by five bench constitution judge of Supreme Court. Let apex court restore the sanctity. Till then everyone should keep quiet and wait for the verdict of SC.

Good ends never justify bad means
Dear Editor,
Together with millions of others, I too believed to devote my energies towards realising
shared dreams of building a great Arunachal. But the horror of unlawful activities,
almost communal madness shown in recent past by our elected representatives and their assistants
have affected me deeply. It has almost become impossible to brave the social and
political storm that has blown our beautiful state apart. As our conscientious, methodical,
steadfast loyal political figures have locked their horns for vested means, its time,
we pay the price for electing them and I belief it’s our turn to bear the tantrums
of President’s Rule in our erstwhile peaceful state. These extremely vituperative,
even mean in their statements, these politicians have taken life out of our beautiful
and peaceful state. They all have figured out, not to understand the managerial language.

Whatever may be the outcome of the highest law making agencies in the country, no wheel of justice can heal the scar inflicted by our opportunistic custodians. For some, the prevailing air of certain victory will be short lived and euphoria will die its own death. But the vicious cycle of push and pull due to political immaturity is going to stay for a while.
We Arunachalees are famous for scrambling away from any issues, be it Chakma-
From now on, lets join our hands together and take part in nation building. Let’s choose leaders with dignity, exemplary fortitude, tremendous courage, and having powerful force of conviction.
Lets cultivate, self discipline, high sense of responsibility, swift handling of volatile and dangerous issues, administrative ability and deep commitment to secularism and universal brotherhood.
If everything goes in order, Arunachal will witness an interesting comparative political experience which will turn into an asset and also witness the birth of invigorating, open mind in politics and administration in years to come.

A Common Man’s Perspective
Dear Editor,
There has been much hullabaloo and fuss about the imposition of Presidential Rule in Arunachal. Critical, detailed and much analysis are ongoing. Numerous Questions ranging from who is the culprit/responsible for to questioning on the fate of Arunachal being raised on various forums. Some accusing ‘murder of the democracy (most clichéd)’ whereas some insisting that it was a necessity to restore democracy in the State. Many positional changes and transfers in the administration are carried upon. ‘State’ some people are putting is at the brink.
But what interest me are not the jargons and the literature on Presidential Rule
but the how a layman (would) view it. I think it doesn’t matter if they(Us) are
living under the Prime Minister, Chief Minister President or Governor for that matter
even they lived happily when there was no such system or constitution; for them things
are usually same-
Also, the representatives of the people (though rules) acts as the representative
of ‘their’ people (cronyism). Mostly the elected representatives fail to deliver
and start acting as a puppet and hooligans transcending constitutional norms. So,
people here are living within a system but without getting benefitted by it-
What does matter is when the quality of ‘governance’ improves-
So the people, especially at the higher echelons] instead of crying about pros/cons of the present scenario should concentrate on making the system better in Arunachal Pradesh.
Saying so I am not a supporter of Presidential Rule or any rule for that matter. What is needed is to bring good governance in Arunachal Pradesh. Sooner or later it will end and again our elected representatives would ‘Rule’.
Until then poetically: ‘let’s see what the situation unfolds and stay positive. Let’s see whether it’s a beginning of new dawn or a day is ending’

Dear Editor,
President’s Rule in our state has turned out to be a biggest drama in the history of Arunachal politics.
It turns out that section of Congress leaders blame their congress colleagues in collaboration with BJP leaders as well as the Governor, where MOS Kiren Rijiju has declined BJP involvement and shields the Governor. But facts can be judged even by a school going kid. It’s the greed of power that has lead to PR in Arunachal involving the CM, contending CM, BJP leaders, MOS and above all, the Governor.
No one can escape the fact that because of their personal need, greed and ego, they have brought Arunachal to this stage.
I admit that Modi wave and Rijiju charms caught me in last year’s election when BJP swept entire India. But of late what we got by Modi wave is that India is really turning into a religious country, leaving democracy to its own mercy.
All they care is about cow. In future, they should have an law allowing the cows to vote.
The eagerness of BJP for power could be felt after recent failure in Bihar election.
The way they uses power is commendable. Coming back to our state, I would congratulate the move of governor as he tactfully brought power to himself. Let’s see if he can really sort out the financial mess and also seek accountability from former Chief Ministers and the aspirant of CM as well.

Dear Editor,
The imposition of President Rule in the state is ironic for the former ruling MLAs
and those who feed on them but for a hard working person and employee like me; it’s
a relief from agony. It is absurd to know that the system which runs the state has
corruption imbibed in its every branch. I am, sometimes, stunned to realize that
our state has no place for those who really deserve the most. It starts from the
recruitment of jobs in Govt. sector to the awarding of contract works in various
departments. It is a mockery of the intellectuals who go for walk-
I came across some Teachers who are inefficient, few Engineers who are oblivious to design criteria and few officers (local) who think they are the boss’ and do not talk politely in the office. Who do we blame for their reckless acts? No one, but the system itself. If one bribes 25 lakhs to get a JE post, it would be a foolishness to say that the engineers should be honest in their work. How can he be? He has to get the money back as soon as possible because perhaps he might have taken them from someone. If recruitment process is clean, quality officials will enter the system and hence, corruption will be less.
Our state was born on February 20, 1987 and till date the connectivity of road is
worst nightmare. The PWD and concerned Ministers does not award the contract to deserving
contractors. To maximize the profit, these contractors invest hardly 30-

In the time of hopelessness, there is ray of hope in the state by imposing PR to keep everything in control under the central Government.
I am glad His Excellency, Mr. Governor, after taking full power of the state took the first step to make the system corruption free and to maintain transparency which is I say, “Acche Din begins”. I prefer the glory of righteousness, transparency in the system and fairness in the recruitment.
I believe we will have Acche Din under the command of His Highness Mr. Prime Minister of India.
